Taking action involves 3 steps:
- Education and awareness-raising: the handbook Bookmarks explains the risks posed by hate speech and how to prevent it via human rights education
- Reporting and data collection: National reporting mechanisms and victim support exist in most Council of Europe member States. Social media platforms provide tips to help protect users from hate speech and tools to report it
- Counter narratives: challenging false information and promoting positive messages with creativity, humour and fact checking (No Hate Speech Movement and video series)
