Should there be any limits?

There's no better place than the Internet for exchanging ideas and finding information. But in the past year, doubts have been raised about its reliablility, as a result of the rise of fake news, and allegations of interference in presidential elections in the USA and France. It has also come under attack for providing a forum for propaganda by terrorist groups including the so-called Islamic State, and giving advice to potential terrorists on how to plan their attacks.

Now some governments are calling for tighter regulation of the Internet, to protect the public from fake news and to limit its usefulness for terrorist networks. This video examines the issues surrounding freedom of expression on the web, and explains what the Council of Europe is doing in this field.
